Yes, goals should be action oriented, outcome is often beyond our own control.

This is how I goal set. Example: pitch two magazine articles.

I can complete that goal and don’t have to feel like a failure if the pitches are not accepted.

This year one of my goals is to write a book. Not to publish or make money from the book. This takes all the pressure off me as a creative, I can create without worrying about the outcome. I will accomplish my goal, and if the book sucks, I will trash it, move on, and go out to dinner to celebrate the completion of my goal.
